Bestyrelsen forventer, at forslaget vil indg\u00e5 i et lokalplansforslag, der kommer til h\u00f8ring inden n\u00e6ste \u00e5rs generalforsamling. <\/span><\/p>\n

Bestyrelsen er i dialog med Danmarks Naturfredningsforening om fredning af arealet bag H\u00f8jensvej og frem til Flagbakkevej. Det s\u00f8ges unders\u00f8gt om omr\u00e5det er omfattet af Naturbeskyttelsesloves \u00a7 3 og om en fredning derfor er un\u00f8dvendig. <\/span><\/p>\n

a)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span><\/span>Paul Kj\u00e6r og foreningens r\u00e5dgiver, J\u00f8rgen B\u00fclow-Beck fra Havneconsult orienterede om kystbeskyttelsesprojektet.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Grundejerforeningen havde den f\u00f8rste arbejdsdag i januar 2007 indgivet ans\u00f8gning til den nye Frederikshavn Kommune om etablering af kystbeskyttelse i medf\u00f8r af den nye Kystbeskyttelseslov. Efterf\u00f8lgende var foreningen blevet bedt om at udarbejde en oversigt over de ejendomme, der foresl\u00e5s omfattet af projektet og et forslag til fordeling af udgifter ved etablering og fremtidig vedligeholdelse.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Projektet blev hurtigt sat i v\u00e6rk, men stoppet igen, da der blev fremsat lovforslag om, at staten skulle p\u00e5tage sig alle omkostninger ved kystsikring. Lovforslaget er nu bortfaldet, men det har betydet en v\u00e6sentlig forsinkelse af projektet.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Frederikshavn Kommune vil arbejde for at f\u00e5 bevilling til at finansiere kr. 2,3 mio af anl\u00e6gsudgiften p\u00e5 kr. 6,0 mio, men Kommunen vil ikke deltage i fremtidige vedligeholdelsesudgifter.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Grundejerforeningen har sikret sig, at Kommunen har lovlig hjemmel til at \u00e6ndre tidligere beslutninger om, at vedligeholdelsesudgifter skulle afholdes af Skagen Kommune \u2013 og det har Kommunen.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Frederikshavn Kommune havde besluttet at behandle en ans\u00f8gning om egen kystbeskyttelse fra ejeren af Fellen separat og adskilt fra grundejerforeningens ans\u00f8gning.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

J\u00f8rgen B\u00fclow-Beck gav en udf\u00f8rlig og gennemillustreret redeg\u00f8relse for h\u00f8fdernes nuv\u00e6rende tilstand, den faglige baggrund for det foresl\u00e5ede projekt og for selve projektet.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Formanden og B\u00fclow-Beck besvarede sp\u00f8rgsm\u00e5l fra forsamlingen.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Efter debat gav de p\u00e5 generalforsamlingen m\u00f8dte medlemmer tilslutning til, at bestyrelsen gik videre med det indgivne kystsikringsprojekt og de foresl\u00e5ede fordelingsprincipper, s\u00e5ledes at m\u00f8det med alle involverede grundejere \u2013 som bestemt i Kystbeskyttelsesloven \u2013 kunne indkaldes med 4 ugers varsel hurtigst muligt efter at Kommunen i oktober har besluttet at realisere projektet og st\u00f8tte det som lovet. P\u00e5 f\u00e6llesm\u00f8det (borgerm\u00f8det) skal der dr\u00f8ftet vedt\u00e6gter for et kystbeskyttelseslag omfattende alle bidragydere. Kommunen udf\u00e6rdiger efter Kystbeskyttelsesloven vedt\u00e6gter for laget.<\/span><\/p>\n
